Free clinics struggle to fill the health care gap created by the state’s decision not to expand Medicaid. Clinics in rural Oklahoma as well as Oklahoma City say their patients make too much money to qualify for Medicaid, but not enough to buy private insurance. The free clinics have become the primary health care provider for these patients.
